Since you have not joined R2 seat, it means you don't have any seat at the start of R3 (you are not holding either R1 seat or R2 seat). If you don't join R3 seat also, it means you will be left with nothing.

Me or that 60k guy?
For seat allotment, rank is the first criteria and priority of choices is the second criteria. In your example, you will get the seat ahead of 60k candidate.

No, you can join R1 allotted seat and go for an upgrade. If seat is allotted in R2, you have to move to the new college. If seat is not allotted in R2, you will retain the R1 seat.

if the state private universities have 100% state counselling then how can i join a private college of another state?
