If your goal is to drive leads (calls or form submissions), you don't want Google wasting ad dollars optimizing for purchases. You need Conversion Actions properly setup so Google's algorithm can properly use automated bidding to show your ads to people that have a high intent to contact the business (in this example, a phone call or form submission). Jason's example might be a good option if you have an extremely large budget, but I wouldn't recommend it with smaller budgets.

Sorry but this is just plain bad advice, and you don't even explain WHY. Maybe there are specific cases where you wouldn't select a goal, but if you want sales, you select "sales". If you want leads you select "leads". There is zero benefit to not selecting either.

You should not be paying for your clients ads. Have them enter their credit info for their account and let them know Google will charge them about every $100 to $200....
I know you may have found a solution for this problem but I'm still commenting for other peeps benefit, you can always give billing access to your clients

Unfortunately, you have to re-create the campaign without the goal, the main change is going into your campaign settings and changing your bidding strategy to CPC instead of what it is now

Those are display and Discovery ads... You'll need to create a display campaign and set TH-cam to be the only site you want your banner ads to run on

It doesn't matter.
Get a good content and a proper ad setup.
