Yes undergraduate can apply, follow this link to see undergraduate programs: mcast.edu.mt/full-time-programmes/, once there, click on any of the blue buttons that relates to the bachelor's program you intend to apply to, you will see list of programs, scroll down till you see bachelor programs.
Sometime, when applicants are enrolled as a students, they have opportunities for other benefits that may include scholarships, mostly based on academic performance after the first semester. But as per the info on the website available in accordance to my search, no scholarships.

Immigration rules for Malta is you.must oay 75% of you tuition fee.. so forget that fee instalment payment structure.
