They're not regulated by the FDA so I would guess it's not illegal. Their actual labelling *should* be accurate but their advertising doesn't have to be, at least in the US.
I would stick to looking at the ingredients on the actual bottle. False advertising, if it causes no harm to a person, is usually protected under freedom of speech 🙄
I don't know if it's illegal but that sounds like something that would be regulated under FCC as they deal with how things are advertised. Like how if something is labeled "organic" it has to not be a gmo while something labeled as "natural" can mean virtually anything.
