I'm actually okay with it. Himeko is voiced by Stephanie Sheh (who is most famous for doing the dubbed voices of Hinata Hyuga from Naruto, Eureka from Eureka 7, and Orihime Inoue from Bleach. So knowing that there is a correlation between those characters and Himeko (I can really only say this for Orihime though, I haven't watched Naruto or Eureka 7), perhaps that's just the kind of voice a character is supposed to have, whether you like it or not. Btw, Michelle Ruff also voices Rukia. Yeah....
Don't hurt me for this, but is it just me, or are Chikane and Himeko basically just older and more experienced versions of Madoka and Homura? Yeah, I went there. :P
