Let's try solve the flooding. The streets have properly functioning and effective drainage system? Can the rain water flow out to the sea by gravity alone or does it need super water pumps to move the excess water? Is the drainage system so designed and constructed to sufficiently take the excess water to a place (sea, retention area, etc.)? Made all necessary improvements as needed? Do you do preseason (before rainy season) evaluation of waterways or drainage system to clear out possible obstructions? Are there any drainage constrictions any where in the drainage system that need to be resolved?
If you have done all of the above to perfection then you should have no more flooding in the future. If there are work that must be done then get to work, don't procrastinate. As long as you have the materials, I am sure you have willing workers, go make all the improvements, overbuilding is good. No money to pay workers should not be an issue - use token money. Let's go!

Hello. I'm subscribed to your channel. As an agnostic, I am neutral to your call sign: "...Diyos ang aming sandigan.", because you do good reporting. What I will critque now is your hosts/reporters' "affected" ("trying hard to") American English accent. Halata pa rin po ang mga sablay sa pandinig nung mga adept or native American english speakers. It is much better to speak the Filipino accent way.
Filipino "English" accent is actually pleasant to hear & is very distinctly Pinoy. Iyun pong accent natin, eh naiintindihan din (mostly) ng mga Americans. Kahit nga po iyung British &.Australian accent madami din po mga Amerikano ang nahihirapan maintindihan.
And many native english speaker abroad like our accent. So better to be "natural". No bashing intended po.✌️ What I'm saying is, let's keep the Filipino brand. Huwag na po mag copy kung "3rd rate copy cat" din lang ang result.
