A mission is the set of assignments they have to follow, such as clear a town, rescue a hostage, or destroy a compound. The Zeus (The Gamemaster basically) spawns units and enemies based on how well the players are doing to make it more interesting or challenging. In this specific mission, they succeeded with clearing the road block shown at the end, I believe.
I'm sure you can purchase any countries military equipment from the black market... especially if the equipment is old. Though I think you can build these encounters so you can mix the equipment as well. Civilian cars are often used as technical vehicles and VBIEDs...
Because there are VERY few communities that know how to use anything mechanised or technical. My own community has just introduced lightly armoured vehicles and it isn't going well so far lol xD
more mods, scripts and players you runs takes it's toll server side to it can fuck you client side... that's why me an my mates try to keep stuff to a minimum :) Also: the game is CPU bound not GPU...
From what I've seen from various PoV's of these streams, the person they refer to as "Crossroads" is in a special spectator mode where they can spawn vehicles, spawn enemies, spawn supplies, and take direct control of an AI enemy unit (may be a mod, I don't personally play any Arma, so I don't know if its build in or not).
They can still be found in some corners of the world. Of course they don't stand a chance vs modern tanks and anti-tank weapons, but not all wars are fought with the latest technology, and a vehicle that can cope with light weaponry and smash lightly armoured vehicles/defenses with decently accurate gunfire is still useful.

Well there's mods+at least a hundred ragdolls along with the ai. The ai alone eat up fps. Regardless of system Arma 3 will devour your fps.
