A live imaging sonar ($$$$) would make this magnet fishing a lot more exciting. Or at least a cheap'ish ($$$) side scan sonar.

I think you are confusing cotter pins with shear pins. The shear pin breaks to reduce or eliminate damage to the propeller. On some outboards, a cotter pin feeds through a hole in the shear pin to keep it in place. On your motor it looks like the shear pin fits into a recess, eliminating the need for a cotter pin.
