For you 15C is not too warm and it's ok. 15C but with clear sky and full sun gives you 25-27C. I'm far above the quator and it's 16C here, very sunny, I'm in my t-shirt and shorts. I remember visiting Italy in August,one year, while I was lying on the beach, sunbathing, I saw guys on their scooters in down jackets :D So... you know, it depends;)
