Without the ability to shuffle them like you would with flat terrain tiles, how are you supposed to randomize the layout?

you could start up a catan game online and use the same layout that was generated online

We also play D&D so we have a few d20s around. Assign each 4 numbers on the die to a type of terrain. E.g:
1 to 4 = Wheat field
5 to 8 = Mountains
9 to 12 = Pastures
13 to 16 = Hills
17 to 20 = Woods
Start on an outer edge, roll, place the corresponding hex type then repeat moving clockwise or counter-clockwise inward until you've placed all your hexes.
Edit: Forgot to mention, once you're done place the desert hex into the remaining empty space. Roll the d20 again. Whatever you roll, count that many hexes from the hex you first placed in the same sequence you placed them. Whatever hex you finish on is the hex you swap the desert with. If you roll a 19, the desert stays where it is. If you roll a 20, re-roll and do as above.
