I think they observe Lailatul Qadr on the 23rd. The 23rd night is considered most sacred of all the other odd nights in the last ten days Ramadan.

It is not accepted by all Muslims as a symbol of our religion. It was adopted almost 1000 years after the Prophethood of Muhammad (pbuh)
