One of the main benefits of strip till is being able to apply fertilizer in the same pass as tillage so that you are only turning and fertilizing the ground that will be seeded. A common fertilizer is liquid nitrogen which if spilled needs to be cleaned from the skin as soon as possible, so having a rinse tank on the applicator is a safety feature. This operator had a light bar guidance system in the tractor that he used for this demo. If you were to use this system for tillage and then planting exactly in the same rows again you would want a more precise system like RTK along with auto steer.
Blu-Jet was acquired by Unverferth who no longer offers a strip till machine under the Blu-Jet brand. They do have one under the Orthman brand www.orthmanequip.com/strip-tillage/1tripr/
What's the small tank? Any guidance on the tractor? I plant with a 3588 and can get a little crooked at times.
