Your explanation needs a correction.
If SCOPIC clause is added to a salvage agreement, Article 14 will not apply anymore (in that particular salvage agreement). The salvor's remuneration will be calculated in accordance with the terms of the SCOPIC clause. So, if the SCOPIC clause is added to the agreement and the Salvor did not invoke it by writing, after successful salvage operation he will only be entitled to ''Traditional Property Based'' renumeration (that's depended on the value of the property salved). He will not get any special compensation as per Article 14. But if he had invoked SCOPIC in writing, then his renumeration would be in accordance with the SCOPIC clause terms.
The SCOPIC clause is not mandatory. It is up to the salvor and the ship owner to agree to INCLUDE it in their salvage agreement upon initial discussion.
