Eh... I prefer to think that Makuta's plan from the get-go wasn't always to become the universe, either in the Metru or the Mata era. He had plans for conquest back then, sure, but every time they failed, he'd just try to rework the consequences into his next attempt, each more bold than the last. The Bohrok were just the closest means of disposing of the Toa he could use after the Rahi.
Tbh i read the BIONICLE novels when i was younger, (im a nerd, so are you if ur here) and they had a quote of the Bohrok Swarm's hivemind and it was literally "Clean it all, it must be cleaned." on repeat.

@@kR-qj7rw Kopaka probably wouldn’t react at all, Gali and lewa would most likely be driven to there breaking points. Phohatu would’ve felt extremely guilty for all those bohrok he kicked into next week. Onewa would be very somber about the situation saying it is what it is. Tahu would probably be very conflicted if what they did was really the right thing.
