I went up to Ogdensburg around September 2020 on a day trip to explore the area saw a Vermont Rail GP18 parked inside the yard.

I thought Waddington got a new pulp dock with the Seaway construction? If not like the older gentleman said, why did the branch from Norfolk to Waddington survive for another 30 years or so?
