- New European Union rules mandating speed-limiting systems to be fitted to new cars, vans and lorries come into force on Wednesday, but are not being implemented in the UK.
The requirement for newly launched models to have Intelligent Speed Assistance (ISA) technology is part of a package of measures aimed at boosting road safety in the bloc.
Former Top Gear presenter Steve Berry joins Talk’s Ian Collins to discuss this further.

your still going to get the limiter when you buy a used car it will be in a used car eventually, I have a speed limiter in my 2019 car only I can switch it on or off and I can definately say its saved my license in 20 and 30 mph zones laced with cameras. what I dont agree with is limiting speed at motorway speeds if you need to accellerate quickly to get out of trouble you could become unstuck. Remote Deactivation has existed in UK vehicles since 2015. Pretty much any car with “remote assistance” can be described remotely - I found this out after owning my 2016 BMW from new for over a year. It can be deactivated by BMW…

"It's for your own good" doesn't cut it when dealing with capable adults. And if they're not capable of using good judgment, they shouldn't be given a licence to drive.

So you are overtaking a vehicle in a 40mph zone and the vehicle being overtaken increases speed to 40mph as you pull along side as another car comes into sight coming the opposite way? Recipe for disaster.

One of the advanced driver/rider course instructions that’s drummed into you is to always plan to be able to slow back down and pull back in behind the vehicle you are passing if this situation happens. Signal, pull out then accelerate- if a problem happens- brake, pull back into the space created behind the vehicle you were attempting to pass. It’s never safe to accelerate towards a problem.
EU. If the car will not go any faster than the motorway limit, why would anyone buy a big powerful car now ?
It's worse than that. Speedos in cars are rigged to give a political reading 10% above the actual scientific speed measurement. So we will actually be doing 10% less than the limit.

Not only is this the Big Brother state, telling you what to say and do, it's frankly down right dangerous. You could be legitimately overtaking a vehicle when the gizmo cuts in and reduces the power to your engine.

I had a speed limiter fitted to my car. It's called a knackered old Datsun which wouldn't break 70 if you dropped it out of a plane at 36,000 feet.

You failed to mention that, as every advanced driver knows, there are times when the ONLY safe way out of an approaching accident situation is to accellerate. I predict that the accident rate will actually INCREASE as a result of this nannying.

Oh it’s there. Geo-timing and Geo-fencing software are in many cars already in the background, and not just EV’s. This is all GPS based. My car is a petrol, but if I go to the BMW app on my phone, it knows where the car is, so it clearly knows where I have been, how far and how fast. All it will take is government to make that information actionable and there won’t be any need for speed cameras and we will have price per mile and speeding fines through the post.
@@doubled1978 a chap on here bought an EV. At the sale he was assured it wasn't tracked however when he took it for service they updated the firmware on radio/control centre. He actually sat and read the new user agreement on screen and it clearly stated from now on the car would be tracked and the data sold on to anybody who paid. Shocking.
Anyways he returned the car under breach of contract. I think that was Hyundai. Big brother world awaits. I'm buying older vehicles from now on.
@@karlnorman2427 I have heard about that guy, good on him. In fairness my car is a couple of years old now and the lane keep assist function was something you could turn off, after the last service I cannot set it to that, I have to do it every time I get in the car, which is annoying.
I don’t know what the end game is, but clearly limiting when, how far and how fast people are allowed to drive anywhere is part of it or at least making us pay through the nose for the privilege. That’ll be popular with those on lower incomes….

No, you get long queues of cars behind 2 trucks, 1 in lane 1, 1 in lane 2. The lane 2 guy has a 0.5mph advantage and is halfway through his 2 mile overtake procedure. It's ok tho, guy 1 will get a draft from guy 2 when he pulls in, DRS enables and guy 1 can then perform his own 2 mile overtake procedure.

If people know the speed limit on UK roads, then why buy a performance car? And they will not be sold under false pretences as any car will do more than 70 mph, but it is understood by the driver that it is their responsibility to adhere to any speed limit.

Stop panicking. Any technology can be hacked and re-coded. The reason we have so many amazing Japanese cars from the 90's is because The Japanese government wanted to control the power and speed of cars so the car manufacturers all got together and agreed to produce all their cars with the limited power that made the government happy but they physically built the engines to withstand much higher power so the customers could simply modify the cars themselves and produce much higher power once the car was purchased. The end result was cars that can be simply modified to produce 1000bhp in the 90's. Much more power than they would have got if the government didn't interfere.
We can already reprogram the entire ECU of a car at home on your driveway now. You can currently buy chips that stop a car from registering millage now. It won't be long before someone produces a chip and program that tricks the GPS into thinking the car is doing the legal speed limit while actually driving much faster.
What we all need to be focused on is banding together and uniting in ignoring the rules. They can't punish everyone. Just look at the ulez in Birmingham! So many people have ignored it and refused to pay that they have basically abandoned the debt. Same with the 20mph speeds in Wales. If we all unite in breaking the new laws then they become unenforceable.
If insurance companies try and punish everyone by refusing us insurance then they will just go out of business. So they will have to change their plans if they want to survive.
We all need to learn to unite together and refuse to comply together.
The EV car market is already dying so manufacturers are abandoning them. This law will destroy new car sales so the multi billion dollar car companies will also fight back because they want to stay in business. Everything is about money and the government will never win against private corporations.

I'm sorry but all these driver aids are stripping drivers of responsibility, this will lead to worse driving standards. Also what will happen in emergency situations like childbirth or severe wounds/bites where time is of the essence and breaking the law a little is justified? Trucks have had speed limiters limited to 56mph for years so your comment doesn't actually fly, however, all of this isn't totally true. Yes cars have speed limiters and they are set at 112mph. The system that these are talking about is audible only. My car already has it, same as my truck. If you exceed the posted limit on the road you are on you just get beeps and flashes on your dashboard. Your vehicle wont slow down unless you use your own vehicles limiter yourself

And no, most people U25 in my experience do not have speed limiters installed in their vehicles; goods vehicles yes, buses etc... yes, only some hire cars - but that is a very small number of vehicles. I presume you are saying it should be mandatory for everyone. Mandatory round the clock recording and monitoring, linked to an insurer, or even better why not straight to the police force? What other areas of life should we introduce this technology into? What kind of surveillance state do you wish to live in?

We are not subject to this rule. It’s just that cars will not be made specially for the UK market that do not have this speed limiter. Northern Island however is affected due to its proximity to Eire and the feck up the government made during Brexit Negotiations byagreeing to different rules for this part of the UK.

I have a factory fitted speed limiter in my car,I can just turn it off and it can't re engaged unless I SET IT.
Can you imagine the increased levels of confrontation between drivers of limited speed vehicles and those of older non restricted vehicles. Most of our transport system is heavily restricted by road improvements and repairs that cause huge amounts of disruption. It will be like "driving Miss Daisy" all over the place. Its just more control and escalated misery.

I'll still be driving my 22 year old 190mph M5 car to Italy. Some of my neighbours say I'm a disgrace for diving a gas guzzling car. Then I point out to them their carbon footprint is far worse than mine. when they have had 7 cars during the same time I have had my one. The cost for the steel and plastic production to produce all those cars in this disposable world, is the disgrace. They say the cars are recyclable, but I bet all of t is not disposed of.

The car companies will have been informed long before this law comes into force becuse they cannot stop production to fit speed limiters on that specific date.
I never use my speed limiter nor the cruise control. THEY ARE DANGEROUS.

Labour are obviously going to make this mandatory in the UK. They imposed the 56mph limiter for lorries back in the 90s.

That will work until the first time you need to accelerate over the limit to try and avoid being hit by another vehicle and you end up in hospital or dead. I see some serious lawsuits on the horizon. There really are are some stupid people in positions of power...

The system works by GPS so it knows the speed limit of the road you are on, it doesn't take a genius to know that means it will make your car derestricted on derestricted roads.

Unfortunately, what I tell my circle of friends and relatives about my projects, they dismiss as "conspiracy theory". Many people don't see or understand what will happen to us with this great digitalization revolution - especially the possible dangers/misuse. Here is a small excerpt of the pilot projects we are working on
Topic: Digitized car (pilot projects are already underway): In the next 10 years it will no longer be possible to insure "old hams"/ ”old car” (I drive one like that too).
You'll be forced to buy a "digital" car (otherwise you won't get insurance). These cars are "online" 24 - 7 and in real time in touch with the insurance/traffic authorities/remote maintenance/surveillance/authorities etc... (that's no joke!). Depending on your driving style, time/speed/driver, your insurance premium will automatically adjust. I.e. If you drive too fast/risky -> you not only pay a fine to the magistrate, but your insurance premium automatically increases. Let's register you as a night driver -> higher premium. If you have more passengers in the car -> higher premium. If your premium is not paid -> you will no longer be able to start your car.
We are already in discussions with several major automotive brands to bring a Europe-wide, standardized technical “one-size-fits-all” solution onto the market. Many people don't know that fully integrated breathalyzers (Alcoguard) will be MANDATORY in the coming vehicle generations. This means that if you are drunk, you will no longer be able to start your car. Even if you are below the "minimum alcohol limit", this data will be passed on to the insurance company and you will be penalized with a higher premium. We are also relying on the upcoming digital ID to access personal data such as health, traffic, home, etc. The background is that all the necessary customer data is already stored somewhere and as long as it does not leave the EU, everything is fine for the insurance sector with the GDPR. Nowadays, customers also carelessly give their OK under the “small print” that we can collect their personal data. In real time, we collect medical records, living conditions, vehicle data, etc. in the event of damage. If you live in a district where a lot of unhealthy stuff is consumed -> it does affect your life insurance/pension/death insurance etc... We already check the liquidity of ALL customers, but it's still quite old-fashioned. With the coming technological advances (digital ID, digital currency) we will be able to check the liquidity in real time via interfaces with banks/credit institutions/etc..., as well as the tax circumstances of each customer.
Security: Also planned and already scheduled as a pilot project for 2025 - a cooperation with the Federal Ministry of Defense/National Security. If a vehicle is registered to a politically exposed person and there is a suspected case, this person will no longer be able to start their vehicle (it will be deactivated via remote monitoring). This applies to all private vehicles in which the politically exposed person sits (except officially registered ones e.g. police cars).
A powerful RFID chip will be built into these digital ID cards. This enables a close coupling of 10 m, but monitoring/localization with an accuracy of approx. 1000 m. This is of particular interest to the insurance company because, in the event of damage, we can more easily locate the people/acts of damage/crimes/those involved. We are already in negotiations with the “European digitalization and data protection managers”. to also be able to access this data in more detail. Justified under the name of “security”, “customer friendliness”, “digitalization”.
The background is the boom in accident insurance, whereby we are of course interested in how often, when, how and, above all, where each customer moves. Our pilot projects with the connection to AI are particularly interesting - here in ongoing cooperation with Google and Microsoft. In the next 5-10 years, if not much sooner, there will be a revolution (both in the areas of digitalization and AI) that will make the invention of the Internet look like the invention of the "pencil". This is not a conspiracy theory/joke; these are projects that we are already piloting in the implementation/testing phase in the insurance sector.
Side notes: In the coming years, owners of electric cars will be prepared to pay a battery tax instead of an engine tax. Reason: Batteries pose an increased risk (fire) and are harmful to the environment (disposal). Payment is made on a sliding scale - watt hours per kilogram. Already in are insurance for “autopilots”. Here, the higher your insurance amount, the “safer” your autopilot will act. Don't be under any illusions that the autopilot will act the same in all vehicles in the event of an accident. At every point in time we know who, when, how, why... is in the car.

That all sound every scary until you remember that insurance companies need and want people's money. If they refuse to insure people to much then they will run out of money and go out of business because there will always be someone else ready to set up a company and take the custom. And laws will soon be changed when new governments get elected. Governments are elected based on the people.
If things get bad enough then you eventually get a situation like Argentina where the new leader has fired 80% of government workers and abolished anything to do with net zero.

This is bound to negatively affect new car sales, it certainly puts me off. I believe that the long game for the powers that be is to make driving and car ownership so miserable and expensive that people simply give up and stay at home. Technology has become the enemy of the people and we aint seen nothing yet!
Sometimes the safest thing to do to avoid an accident is to speed up. For anyone who doesn't routinely speed, a speed limiter in your car makes you less safe, not safer.
I could understand enforcing them for people caught speeding multiple times though.
Having driven a company van with a gps speed limiter it is a very dangerous system for you to get your head round at first you go to over take a slow driver they speed up a little and your stuffed, you then have to lift off and pull back into your lane, happened every single day on the motorway, its a very controlling system.
Sounds like you got used to it though
