Definitely. The post office has 100% control over the mailbox. It goes where they want it to be. There are strict regulations on where it can be. How high. How far from the street it can be. If they want a box on a corner for a certain area instead of boxes for each house. There are still some walking routes, where the box is on the house.

My lawyer has been fighting HOAs as a property rights lawyer for 30 years and has never seen an HOA that obeyed the law. He practices in three states, Washington, Oregon and California. He says cases in Washington are easier to win because the state constitution has several clauses that no other state has.
