Please must the elastic thread be thight on the bobbin case
It shouldn't be tight nor loose..
Dont drag it while threading it
Do you back stitch when you start and finish each lime

How many elastic thread did you use
Get one packet it mustn’t finish
How many yards of material did you use or how many are you supposed to use for a smocking blouse
At least one and half yards for size 8 - 10

It might be from your cutting
If you follow this process well the result will be fine
You probably did not add enough allowance for shrinkage
