Personally I dropped Indy as soon as I noticed her lacking damage, Portland Kai does perfectly fine without her

Ishla Corrin I do have a set up for it. Yuubari for extra cruiser exp then Portland and Indy for the lols. May switch Indy out for someone else.

For a fellow Heavy Cruiser, she does not seem to look like one. She even has 2 defensive skills and an immense amount of health. It's like she's trying to compensate her lack of... _features_ . Well I can't really judge her ambiguous figure. After all, the Eagle Union, Sakura Empire and even the beloved Royal Navy themselves have some improbable Heavy Cruisers that doesn't suit base on their looks.

I actually had some of the ships you reviewed so i buffed them and gave them proper weaponry, and I haven't lost a battle (PvP, story, event, or otherwise) since. I'm a ALJP player, ever since I got her in the first KMS event and hits her on lvl100, the same level as my Prinz Eugen that time with the same loadout and upgrade level, she performs well than Prinz Eugen, tanks better than Prinz Eugen
Prinz Eugen only has 1 skill and her skill has 3 shields while Hipper has 2 shields but its compensated by her other skill the halves the damage she recieve plus Hipper has more FP than Prinz Eugen therefore, my waifu, Admiral Hipper is better than Prinz Eugen

Her apparent flatness compared to her sister refers to the historical bow shape of Admiral Hipper in real life. She and her sisters (Blücher and Prinz Eugen) were built with straight bow. Even though they were refitted with clipper 'Atlantic' bow later on to improve sea keeping, the shape on Admiral Hipper was distinctively lesser curved. the reason why hipper is flat

I personally prefer Hipper over Eugen, she has a way better design and skillset imo. Like yeah, Eugen can spawn three shields that have less hp than Hipper's and even then it is only a 70% chance, while Hipper's spawn guranteed.
From my experience, Vice Defense procs relatively often so that is pretty cool though to be honest she really does need a retrofit

Tbh... I main Iron blood, usually play with Graf Spee, Eugen and hipper in the same fleet and the 3 of them together its just so fun to me, because they are honestly really strong and yeah... GERMAN ENGINEERING! Well... My point was lol that Hipper usually makes more damage than Eugen
Spee gives a TON of damage (love her)
Eugen protects with shields and AA
Hipper is nice in all, damage (not as good as Spee) and defense (not as good as Eugen) but she is great to me
In conclusion... For me Hipper is really good and love my german waifus! :)

And for me personally Hipper is quite useful when combine with her sister they helped me go through world 10 .BTW hope the Muse event coming to Eng server soon cause Muse Hipper is more offensive than normal Hipper 👍

I'm pretty sure that 8% on her second skill is suppose to be 80% but due translation error it only shown at 8.0% instead of 80%, cause in pvp I keep seeing it pop like tic-tac.
Vice Defense skill is effective if you our low leveled against an enemy or has low evasion. In this case, you will mostly find many strong ships in the PvP. Since Hipper is a CA and has low evasion, her skill will proc all the time because pretty much all of the bullets will hit her especially if you fight against destroyers (high dps means high chance to proc).
PvE on the other hand is the opposite. You have the freedom to choose what map you want to play and choose either Manual or Auto. You will likely get "Miss" more thus the skill is not effective. It would be effective if Hipper is lvl100 and she go straight to Chapter 12-13 since she's low leveled in that map.
tl;dr Vice Defense is effective in PvP. Not so much in PvE.

That was Prinz Eugen that survived the war and was giving to the American who then nuked her twice. Hipper was scutteles in 1945 and later scrapped
