Living in California as a foreigner, we were shocked at how people can walk out with stolen goods and not get stopped. In Fiji, the security or shopkeeper can tackle you and you will go to jail. Repeating offences can get you into prison.

Part of it is that insurance companies saw that injured employees are expensive due to medical expenses and potential lawsuits so they made rules that say employees can't fight or argue with thieves, their only choice is to call the police. If they disobey, they could get fired. Most insurance does not cover minor theft so the insurance company does not care if that happens. But over time that has caused thieves to become more and more bold since they rarely are challenged. Then California made laws that meant people did not get prison for minor crimes and also the police forces have gotten very understaffed so they don't want to waste time on paperwork to arrest a thief if the thief won't even get jail time, so they may take an hour or two to show up for calls about theft, it's not something they want to deal with. Over time, employees stop bothering to call the police since it's useless. However Orange County is more republican so they perhaps are still trying harder. I wonder if the Orange County police released this to try to deter other shoplifters that they WILL be enforcing the new law.
I witnessed a cashier at Walgreens get robbed. That criminal just walked in jumped over the counter and took out a few hundred dollars from the register then walked out. The cashier was in complete shocked and was told to continue to work. I was so mad when I saw. These people are not poor and stealing. Don't be stupid! They stealing and making money. I’m from CA, and crime reporting is “down” because businesses stopped filing claims due to cost of insurances going up as a result of the theft/claim. Some insurance carriers were canceling policies as well. So businesses stopped reporting the theft and ate the cost as it was cheaper than losing insurance.

I've spoken to employees in my area of San Diego and many told me they also stopped calling because the cops take 1 or 2 hours to show and then don't do anything and act like you are bothering them. Even if you have good quality video of the incident, they don't want to see it. So there's no point to calling and they quite trying.

The point was to make the public desperate enough to consent to a much more draconian police state rather than simply having police arrest criminals. Discouraging police from doing their jobs with high profile show trials against cops for people ODing in custody/taking down criminals who were actively charging civilians with weapons was another part of this, as were the DAs and prosecutors who let criminals out mere hours after violent crimes. Criminalizing self defense was an important aspect for demoralization. It's a pretty open plan, a whole bunch of NGOs laid it out in publically available papers, then funded the politicians who got it done. Technically this makes them unregistered foreign agents, but "unregistered foreign agents" kinda run the regime so we're unlikely to see that go anywhere unless the people unite.

My wife's brother's son (must still make him my nephew) is now in his 40's: Lives in LA. Has been arrested for strong-arm robbery and went to jail a few years ago but also got out some time ago. Lives in his car or with friends, along with his girlfriend. COULD work, but prefers to steal for a living. A meth addict. Has been arrested many times ----- faced years of incarceration when THE trial was about to happen. BUT all his charges have been thrown out by the LA District Attorney. 10 years asset protection at Best Buy. Two things. People didn't care. They knew we could not do anything about it. Second, police response. We were lucky to have the police show up 30-40 minutes after calling in. If I had a description of suspects provided by other stores ap, I approached them at the door as they entered and told them straight up I know who they are, why they are there, and the police are on there way. Think about the intent of the law. If it's to protect communities from crime, then a person stealing over a dollar amount from one business or stealing from three businesses that are next to each other, the intention by charging them with a felony is to prevent mass losses due to crime for businesses in the community.

I know a female shop lifter, that got caught the other day, than broke away first on foot, than got chased by the police in the car, got away again, than ditched the car in an apartment complex, and got away a 3rd time on foot, and this all happened back to back in about a 20 minute period, and then she went back an to the car an hour later, retrieved the car and got away again. With the car. Crazy, i wouldn't have thought that was possible in this day and time. But it happened about a week ago. The car was a rental btw.

Pat and friends - your first offense of shoplifting is NOT a felony, second offenses, third offenses, & subsequent offenses plus the over $1,000 products are BACK to being felonies! They used to be felonies, and then I don't know what happened to make that $950 limit misdemeanors, but something was rolled back and we put it back in place to make it a felony once again!! It used to affect parolees the most, because parolees have already committed felonies usually. So if they steal something, it was an automatic felony - because it's a violation AND a new charge & they're already on parole. So, I think it was to give leniency to people, but it was a WAY too much. Leniency should be anything over $50, maybe $100, NOT $1,000. Who's stealing things worth $1,000? I mean you have to go into a super designer store to find anything worth that much. You'd have to be carrying like 40 things out of Target, unless you go to the electronics department or the jewelry department. Even then 10 or 15 things to get $1,000 worth of stuff. I am SO GLAD that WE VOTED this back into place! As I was growing up, this WAS in place - and yes if you get caught shoplifting, a second time, you get a felony - and if you steal habitually, you went to prison! The DA's have recordings from prison phones where people inside are coaching people outside. The one DA I listened to said the prisoners told people on the outside DO NOT STEAL IN EL DORADO COUNTY! If you go into a home, or steal something not for sale I think it being a felony by default could be reasonable. Out of a store, need a value that it was marked at. Which is where the stores trick of marking it very high by default comes in, patching that hole.
The new law that California is enforcing may in fact end up being unconstitutional. What the law does is that it combines all the thefts an individual may have made over a given period of time and adds up the total value of the items stolen. Prosecutors will consider the total value of all items stolen during a period of time, if the total of all stolen items is $951or more, it is prosecuted as ONE CRIME OF GRAND THEFT. I think you can see the problem here. California is not arresting people after an individual case of shoplifting they are waiting an letting them rob many different places and then, when the total value is high enough, the cops swoop in and arrest charging them with grand theft. You can't treat several different minor crimes as collectively one greater crime. That is like following around a bully who beats up a bunch of people an not arresting him until he has beat up enough people to cause enough damage that if it was done to one person they would have died, so you charge them with murder. I can't image that such a tactic is constitutional. You can see how this law could be abused and knowing California as I do (I live there) it WILL be abused. They could just actually make all theft over $100 a felony, but that would be hard to get passed, so instead they do this. Typical California politician logic.
I can tell you've never worked retail or known someone in loss prevention. This is already happening in states like Texas, which has a HIGHER felony level threshold of $2500 compared to California's $950. Places like Target will let you steal until you reach a certain threshold, then one day you'll walk back into target to steal and get hit with your felony.
You have some valid points there, but we can't have a society that facilitates outright theft. Perhaps they'll have to lower it to $100 per incident. There have been people stuffing steaks down their pants and walking out. That kind of lower level theft will continue. Is that acceptable? Will facial recognition and walls of shame work where their pictures are posted? Facial recognition doesn't work with darker black people, for instance. They shouldn't allow anyone in with a face mask or hoodie up. Those would be enabling features.

My wife's brother's son (must still make him my nephew) is now in his 40's: Lives in LA. Has been arrested for strong-arm robbery and went to jail a few years ago but also got out some time ago. Lives in his car or with friends, along with his girlfriend. COULD work, but prefers to steal for a living. A meth addict. Has been arrested many times ----- faced years of incarceration when THE trial was about to happen. BUT all his charges have been thrown out by the LA District Attorney. He remains free and on the streets, with no intention to ever change what he is doing.

I am a person of color. I have lived in the United States for 34 years. I have always worked and so far, knock on wood, I have not had any problems with justice because I am a poor person but I am always working, but not because I am poor or because I want something that I fancy, I am going to go and take it from a reputable store. No, sir. And that is what the governor says. Many people of color are going to jail. But if people of color are committing crimes, they need to go to jail. It does not offend me because because I am a person who did not come to destroy this country, I am an American citizen and I love the United States and I also respect myself because I am not going to go around begging. I have values. And if people think that because they are going to steal less than 950 dollars they are not going to go to jail, then they will. They screwed up now the amount is less and I hope they don't find a flaw in the law because there are also fraudulent lawyers who let these types of people run wild. Here in San Francisco, there are no longer any open stores. Everything has to be ordered via Amazon or other online stores and I don't like that. I don't like to see what I'm going to buy and everything is very expensive. I hope this changes because the truth is that it makes me very depressed!

10 years asset protection at Best Buy. Two things. People didn't care. They knew we could not do anything about it. Second, police response. We were lucky to have the police show up 30-40 minutes after calling in. If I had a description of suspects provided by other stores ap, I approached them at the door as they entered and told them straight up I know who they are, why they are there, and the police are on there way. Most times, they would leave. Still, theft is way out of control. Love your videos. Thanks.

If it's to protect communities from crime, then a person stealing over a dollar amount from one business or stealing from three businesses that are next to each other, the intention by charging them with a felony is to prevent mass losses due to crime for businesses in the community.

Shoplifting can be charged as a felony in California if there are any prior theft-related convictions. They are known as wobblers, which means they can be charged as either a felony or misdemeanor. Petty-theft with a prior can even be the last of a three-strikes case, if there are two convictions for any serious and/or violent felonies. The third strike can be any felony, not just serious and/or violent. There are plenty of people in California in prison for life due to a conviction for petty-theft.

I know a female shop lifter, that got caught the other day, than broke away first on foot, than got chased by the police in the car, got away again, than ditched the car in an apartment complex, and got away a 3rd time on foot, and this all happened back to back in about a 20 minute period, and then she went back an to the car an hour later, retrieved the car and got away again. With the car. Crazy, i wouldn't have thought that was possible in this day and time. But it happened about a week ago.

Pat and friends - your first offense of shoplifting is NOT a felony, second offenses, third offenses, & subsequent offenses plus the over $1,000 products are BACK to being felonies! They used to be felonies, and then I don't know what happened to make that $950 limit misdemeanors, but something was rolled back and we put it back in place to make it a felony once again!!
It used to affect parolees the most, because parolees have already committed felonies usually. So if they steal something, it was an automatic felony - because it's a violation AND a new charge & they're already on parole.
So, I think it was to give leniency to people, but it was a WAY too much. Leniency should be anything over $50, maybe $100, NOT $1,000.
Who's stealing things worth $1,000? I mean you have to go into a super designer store to find anything worth that much. You'd have to be carrying like 40 things out of Target, unless you go to the electronics department or the jewelry department. Even then 10 or 15 things to get $1,000 worth of stuff.

As I was growing up, this WAS in place - and yes if you get caught shoplifting, a second time, you get a felony - and if you steal habitually, you went to prison! The DA's have recordings from prison phones where people inside are coaching people outside. The one DA I listened to said the prisoners told people on the outside DO NOT STEAL IN EL DORADO COUNTY! THEY WILL PROSECUTE YOU! And the one phone call was funny because the thief was complaining about stealing over the (county) line.

If you go into a home, or steal something not for sale I think it being a felony by default could be reasonable.

The new law that California is enforcing may in fact end up being unconstitutional. What the law does is that it combines all the thefts an individual may have made over a given period of time and adds up the total value of the items stolen. Prosecutors will consider the total value of all items stolen during a period of time, if the total of all stolen items is $951or more, it is prosecuted as ONE CRIME OF GRAND THEFT. I think you can see the problem here. California is not arresting people after an individual case of shoplifting they are waiting an letting them rob many different places and then, when the total value is high enough, the cops swoop in and arrest charging them with grand theft. You can't treat several different minor crimes as collectively one greater crime. That is like following around a bully who beats up a bunch of people an not arresting him until he has beat up enough people to cause enough damage that if it was done to one person they would have died, so you charge them with murder. I can't image that such a tactic is constitutional. You can see how this law could be abused and knowing California as I do (I live there) it WILL be abused. They could just actually make all theft over $100 a felony, but that would be hard to get passed, so instead they do this. Typical California politician logic.
I can tell you've never worked retail or known someone in loss prevention. This is already happening in states like Texas, which has a HIGHER felony level threshold of $2500 compared to California's $950. Places like Target will let you steal until you reach a certain threshold, then one day you'll walk back into target to steal and get hit with your felony.
You have some valid points there, but we can't have a society that facilitates outright theft. Perhaps they'll have to lower it to $100 per incident. There have been people stuffing steaks down their pants and walking out. That kind of lower level theft will continue. Is that acceptable? Will facial recognition and walls of shame work where their pictures are posted? Facial recognition doesn't work with darker black people, for instance. They shouldn't allow anyone in with a face mask or hoodie up. Those would be enabling features.
