Im newer to vanguard but ive never been able to find an answer to this but when something is locked like arrester messiah does it keep the extra power it gained before being locked when it is unlocked?
No Locked units when they are unlocked reset and a like a fresh unit Any and all power or red text they might have gained is no longer on them Also just in case Unlocked units when they unlock does get placed on RG, if they had on place effects they wont activate They are just going from lock to unlock state
i know this is months old now, but wouldn't making the cost of the on stride of Messiah free stop you from locking your own rearguard as it's part of the cost?

Correct. Since it’s a “you may” skill, you can still choose to stride normally though with Solemn Clout Dragon you can only stride into Dragdriver
