    Dear Sanjay.Dixit, I am 70 years so can speak from experience, AND observation of IAS from within my own family.
    Never, since Independence, I repeat NEVER has the Indian public felt the Bureaucrats were trustworthy. My parents during the 50s and 60s had unpleasant memories of high handed, uncivil, arrogant, entitled Civil servants, who believed paying a "royal" visit to a locality was "working for its betterment"; these cretins also had terribly itchy palms. And this despite my father being a very affluent land owner. Perhaps for this reason my father was totally against my joining the Services ; "Saarey chor hote hain" he said. Within the family, uncles, cousins whoever did join such services were actual proof of rampant thievery in the Civil or any other govt services. They accumulated wealth at an astonishing pace, and lived like "angrez" while the rest of India was struggling hard.
    How do you conclude the IAS were presumed trustworthy during the 80s. Beats me.

      "Serve the nation" waale military me jaate hain zyadatar. UPSC waale chase power, prestige, government benefits like aukaat se mehenga bungalow and retirement ke baad pension. Their attitude towards general public itself reflects how arrogant they are.

    Based on little experience I have with Ambassadors in Central America , I can say that they work to enrich themselves to ensure that they retire millionaire. Period. No intrest in facilitating Indian Disporas, no interest in promoting Indian Products and nation interests.
    My daughter, at Stanford Uni , went to India for certain information about floods and rains. On coming back her simple remark was that she has see Indian bureaucracy at its best.

      @@plant_leaf Corruption. Corruption is a default for bureaucratic posts. If someone isn't involved in corruption, there is a high chance they will never be given positions of responsibility, and will be transferred off to some remote villages.

    To improve Indian Bureaucracy, a left over of British, designed to extract equal opportunity for all britishers, rents not for development, we need some of the followings
    1) Should be evaulated, held responsible for their work.
    2) No life time job security.
    3) No time based promotion. It should be performance based.
    4) Posting location should be randomly assigned.
    5) Passing UPSC exam ( that need major reform not based on Trivia like quiz) is the first step.
    6) After the exam they should be put in training program for their choice of area. After training they should be subject to intensive exam brfore final selection.
    7) Jobs should be, for a limited period, like short service commission. After commission, they should be evaluated, trained and subject to examination again to find out about their awareness of new development.
    7) I think all govt. jobs should be opened to people who have performed community social service (posts are assigned randomly across the nation )or military training for two years at least.
    8) Many ideas proposed by Abhijit

      About job security some people run vendetta against someone who do not lick their shoes. I am sorry but I am not very optimistic about bureaucracy in India. Bramhdeva has to do some thing it’s not in human hands. No matter how good talks you held they would not be buzzed

    I agree with Abhijit in having different wings for investigation and maintenance of L & O. Even SC has directed states to do this in a PIL filed by Mr Prakash Singh and states avoided to implement it using many excuses.

    Abhijit has made sweeping statements about promotion system in Army, Navy and Airforce.
    I was in Military Secretary Branch 3 years plus. The system in Army is absolutely fair up to the Rank of Colonel. No 99 percent of professonally competent, upright n honest officers will get promoted, who had no Mai Baap in fauj. However, some incompetent officers do get thru..
    At higher ranks military politics kiks in ..Of Arms n Regiment..
    Army has delivered results in every situation except 1962...I served with Australian Army for one year, indian Army young officers are professionally much more competent than NATO country officers..
    Was in South Africa as Security Advisor..We can discuss this issue of how Army trains n tests it officer career at every rank..

Remember Mangal Pandey or men would have killed their JCOs or officers...Tell him how many cases u know fratricide..I m infantry officer who have lead men in Sri Lanka, Siachen..

    UPSC aspirants defend the bureaucracy more feverishly than any sitting babu ever can. Shows why the system can never improve. The people who are supposed to hear such discussions and bring about change are more interested in proving that clearing UPSC is harder than winning nobel prize.

    Good discussion on the problems facing Indian bureaucracy. Solutions have been long known and also the fact that bureaucrats will never reform on their own. Only a strong govt with clear ideas can do it, some people hoped Modi govt will atleast start the process but no visible signs of it till now. Has this govt been blindsided by the top bureaucracy?

    SD is bang on when he speaks about only those who work are charged. Besides, if any one works efficiently and quickly, the presumption is that he must have acted due to some ulterior motive. One area that needs reform is how to tackle the litigations that dog any development project. The question of public good against private rights.

    Sanjayji has made a very good comment about Selection of Civil Servants which should take inspiration from defence forces Officers Selection process.The best could be 65 percent weightage for written test and 35 percent weightage for Personality test like Personal Interview,group discussion,group tasks and psychological tests.
    IAS,IPS and IFS need different type of approach and mindset and aptitudes.So, separate tests can be conducted separately for i)IAS and all other central Services ii)IPS iii)IFS(foreign service).The Indian Forest service exam is already separate and is attracting talent who are interested in that field.

    One of most talented Senior IRS, GST, Officer DPN could not make it through CBIC to become Member because He has been not selected by 360 degree Analyser panels. HE IS THE MOST Deserving Officer for the post of Member. An officer junior to Him made it through because He/She has Political Blessings from BJP/RSS. The "MOST TALENTED" officer is allegedly considered as PRO-CONGRESS, which is utmost Propaganda. Even I dont like Bureaucracy, but Have OPINION THAT TALENT AND BRILLIANCE should shine.

    What brings about success? The civil service would be called successful if the objectives and goals are met substantially. Multi varied analysis has revealed about 18 factors that facilitate success. Of the list, two need special mention- IQ, and conscientiousness. IQ is cognitive ability. I am sure all must have experienced what i write next sometime- in school or college , you have few students who understand and grasp any problem in the first 15 or 20 seconds, and there are some who cannot comprehend that how so ever hard they try. This is cruel, but is nature. Conscientiousness is commitment and desire to do things in a time bound manner.

    Bureaucracy is a reflection of our country ... low on specialisation, low on morality, (those who are moral are risk averse) and high on unnecessary pride. Sadly this wont improve much in our lifetimes.

    Since the independence almost all bureaucrats are left leaning. Even you can't clear upsc if you write real Indology. Interview panel is too highly biased. Now we have public discussion of muslims being appeased in exam.

      Use the narratives that are academically acceptable, such as by RC Majumdar, Jadunath Sirkar, and Sitaram Goel, but be careful to also give the other point of view.

    Sir help kare mai ek trainee hu apni job chor ke training kr rha hu training me 70 k lag gye hai aur lack down lag gya online training chal rhi hai 3month se online hi training hoti hai but ab jo part hai training ka usme class ka lagna important hai and lockdown batate hi ja rhe hai mera frustration level high hota ja rha hai sir bhi bahut Zoot bolte hai age 27 ho chali hai kam se kam week me 2 days class lagna zaruri hai coaching na open ho but training center to week 2 bar open help karo sir🙏

    All these suggestions are important but the elephant in the room is the permanence of employment. if you can fire babus for corruption and a separate body outside the influence of babudom is set up to probe corruption cases it will bring fear of law back and lower their price in teh dowry market.

    Whatever has been handed down from the British colonial times have not been taken and 'owned' by the Indian government but just used. By this I mean that the ownership has not been there, not been taken up for a study of the system, and how well it has suited to our style of governance, but rather, we have taken upon ourselves to conform to British standards in as best as possible and continued to use it, much like serfs, without their presence.

    Merit has to be recognized, and it takes a very well rounded person to identify talent. Pareto distribution , and more specifically, Price’s law that speaks of the square root formula , viz it is the square root of the number of the people in any productive activity that do 50% of the productive work. Another factor is the reverse discrimination ( pls excuse my using such words- reservation is sacrosanct and cannot be mentioned) that has brought down the competence level of the civil service. Another factor is security factor. Once you join the civil service, you need not study or update your skills needed for the job at the hand. This ensures utter lack of accountability- that is doing the job that meets the success yardstick that must be set up. And that too in a time bound manner.

    Outside opinion - babus RETIRE the day they BECOME babus. Thence it's all about their rights and their power and their ego and NEVER about responsibilities and purpose. Most of them don't WORK ever in their tenure (in terms of serving people and delivering results); but they are busybodies and they are stressed out - because they involve themselves in all sorts of palace intrigues. And to fair to them - they work under a corrupt decrepit colonial structure and sometimes all they want is a good enough posting so that their spouses and children could enjoy basic infrastructure needed to pursue their career or education. And the political class is happy with the status quo where babus are okay as long as they say Yes Sir.

    direct entry into govt departments as officers should be disbanded.if he/she wants to serve the department & want to climb the hierarchy system he/she first have to serve that department as a general employee for atleast 3 years then he/she should be eligible for applying for higher ranks.
