Yes, restrictions make techniques stronger. Stronger the restriction, stronger the technique. And putting the restriction of only using it on a small specific group of people, AND dying if you try it on someone else is an extremely strict restriction.

Shizuku can suck up anything that isn't a living thing with her vacuum cleaner, but that includes blood, which technically has living cells. However, Shizuku can suck up the blood because for her technically the blood is not alive as she understands it. I think the same would apply to Kurapika's technique, as long as he believed that Hizoka was part of the Ryodan, her chains would work on him.

I think it works like this: if Kurapika were to attack a random person who he has no idea wether or not is a Troupe member, he would die even if the person happened to be among them. If he were to attack a person who he is convinced that is a member he would not get the blowback since, as far as his knowledge went attack an actual Phantom Troupe member. So he attack someone who he: 1.Knows is not a member - death 2.Attack someone who he does not now wether or not is a member - death regardless of the actual identity 3.Knows someone is a member - does not die, even if later it turned out he was wrong. I have only seen the anime so these are just assumptions. I have no idea if later a clear explanation is actually given.

Abilities are not an objective power but are always connected to the user of that power. So at this point in the story, I'd assume Chain Jail would work on Hisoka as long as Kurapika is convinced he is part of the Spider. (Not implying that we get more info on that later.)

Basically placing Conditions, Restrictions, and Limitations on abilities make them a lot stronger in HxH. Kurapika has a bunch of abilities that are basically tailormade for Spider killing, but his Nen is also kind of unique the way it works as you'll see as the story progresses.

Uvogin's abilities are all just one ability. That he's the strongest. I think it's a good demonstration of power scaling. The Shadow Beasts are indeed built up but also they picked the wrong people to try flex their power on.

Above the leader, too. I wouldn't even say he's really dumb muscle, because he managed to get around Porcupine's ability by thinking to use noise. Generally speaking, the more restrictive and particular the condition is and the higher the stakes of the condition, the stronger the ability will get. Basically: If I say I can only use this ability on the second full moon in spring, only on Hisoka, and I'll die if I disobey those rules, my ability will get improved dramatically, but it's only gonna be useful for exactly that purpose. If the restriction I set is that I can only use an ability once per day and if I break that, I'll be unable to use Nen for 48 hourse, that would not improve my abilities drastically.

Good observation, by Sam, Morgan and Nicole. The path that Kurapika is walking is very dark and cutthroat one, and his friends could help him. But that’s why Kurapika doesn’t want to involve them.
Don’t let Kurapika soft appearance fool, he is one of the most ruthless characters in the show. Underestimating him can be a fatal mistake. Remember what I said about his darkness and rage being very pivotal, your starting to see why. Kurapika is a beast.

HxH has at least 3 of the all time top 10 arcs in all anime combined and this arc is one of them
