From your illustrations of S2S VPN, the parameters from the Azure cloud were: public IP, Name ,PSK. However, in router configuration, apart from the PSK authentication, one has to also define encryption algorism(e.g AES 128bit), Hashing Algorism(e.g SHA 1). A virtual tunnel Interface will have to be created and a profile will be applied to it at the router site. How will all these be worked out at the cloud site of the VPN? was those options also available in the cloud VPN Gateway?. Thank you so much.

Vnet peering is now possible for two vnet in two different regions.
Yes you are right! It's global vnet peering!
Apart from Allow Transit Gateway, other is Allow forwarded Traffic & Use remote Gateway....why did not you choose all....
