apss are installed by a store or app package (apk for android dpk for debian linux etc. )
exes are files.
so , exe is a file and app is a whole package in one file or folder.
but you can call programs apps.

then he proceeds to use the microsoft store which is NOT like android as it does not have the same apps and wont let you use pkg (the microsoft store its like a windows phone, not like an android app store)
