Even demon prince primarchs are below him and this was a demon prince that was bound to the literal god of sorcery.
There's that fun scene in the 3rd/final Mephiston book (City of Light), when they chase down and capture a Harlequin. After they manage to do it, Harlequin makes an opportunity and tries to reach for the doomsday ball/device hidden in its belt to blow up the fragment of the craft world where the whole scene takes a place, only to hiss in surprise when it finds nothing under the belt. Apparently, Mephiston anticipated that move and uses the same trick to sidestep the time to basically pick-pocket the Harlequin, all the while using his eidetic memory to reread various Xeno/Aeldari essays and book pages from The Black Library, in order to figure out the nature of the device.

I can't help but think that if a supergroup of select Astartes was formed (Moloch (I hate that guy, but...), the Red Wake, Mephiston, etc), they could pretty much take out the major players relatively quickly.
Azrael, Belial, the UM Chief Librarian who looked into the Hivemind, Kayvaan Shrike, Kaldor Draigo, Cato Sicarious, Gabriel Seth, and Pedro Cantor should all be added to that list. But if all those absolute units gathered in 1 place, every single Hive Fleet Tendril, Ork Waaagh, Traitor Astartes Warband, Eldar Corsair, and Necron Dynasty woukd descend on them like a wave.
Really depends on what you mean by the Major Player's. The Necron's, for example, are pretty much untouchable, send that group out after, say, Imotekh or Anrakyr are themselves pretty formidable, but to get to them you need to go through a massive force commanded by two leaders who've seen potentially millions of battles, many against superior opponents. The Necron's also have anti-psyker gear, and the major, major player, Szerakh the Silent King, should be counted as near invulnerable for the setting (pretty sure the Living Emperor or something as powerful as the Cacodominus couldn't have even touched him due to the technology he carries about). They survived the War in Heaven and the revolt against the C'Tan for a reason, don't fuck with them. Orikan can also just go back in time and make them not dead or something even if you succeed, and you can't beat Orikan himself. Eldrad is likely the greatest living Psyker in the Galaxy, and that's while he's being constrained by the existence of Slaanesh (i.e. he can never go all out and only use a very restrained portion of his power). He can literally see the future, and was fairly aware of every event in 40k, and is basically the reason why Chaos hasn't won yet, and also why the Imperium is still around. Only someone like Orikan could hope to fuck with his future sight (maybe also some really powerful Tzeentchian magics) and I wouldn't rely on that at all. The Ynnari have a bunch of characters that could take on that supergroup because they are basically the Aeldari supergroup themselves (contains Phoenix Lord's, the best Incubus bar Drazhar, the Avatar of their new God, the Herald of their new God, and backed up by Harlequin's when necessary). The Drukhari, um, we don't talk about going to Commoragh and trying to deal with Vect because that's a very bad idea.
