Without these checks and balances mechansms, this approach may be vulerable to a misuse by those that will use it as an excuse to label certain other employees or a co-workers as "Potential Trouble Maker" or the "Suppressive Person" without enough evidence, for whatever reason.
They don't say anything about housing elderly people in horrible conditions and defrauding them to get credit cards they don't know about and using the money to pay for little David's fake space navy.

Wouldn't it be wise to ask him why? As for the bi polar guy in the wheel, maybe the "leader" can find a task were he is taken care of and can be very productive. That kind of trust is usually really rewarding. This doesn't look like an analysis of the company but as poor leadership.
