how do you do means-testing to determine who can afford to pay for education when you don't have the data about how much people are making? Ghana doesn't even have data about the income of more than half of its population. This can be solved when everyone gets a Ghana card and it becomes a requirement for everyone to file taxes every year.

Stop pretending that the Ghana card is the only way to obtain data on citizens. Certain people are never going to file taxes. This is not the US
