"UE" is pronounced like a tight "w" sound - phonetic symbol: [ɥ], like 'we' in the English word 'west', example: la Suède (Sweden). (G+ue) has the sound of 'g' hard, example: la figue (fig). (Q+ue) is pronounced [kɛ], example: la question. (You can watch the video of consonant sounds on this channel.) In many French words, the letter u is usually placed after 'ao', /aou/, and it can be pronounced in two ways. The 'oo' sound, like 'oo' in the English word 'zoo', example: 'août' (August) and the 'au' sound in the word 'le caoutchouc' (rubber/caoutchouc). /Au/ is explained in this video.
The French "h" is a silent letter that is not pronounced. (In grammar, This letter is considered a consonant.) There are two different types; 'mute H' which acts like a vowel (example: le+hôtel= l'hôtel) and 'aspirated H' which acts like a consonant (example: le+haricot= le haricot)
