I am here after I accidentally trimmed my eyebrow half while using my trimmer. My eyebrows are naturally thick so the missing area is extremely visible. 😥😥
I'm currently in the process of doing this myself. It's taken several months but I'm nearly there. I started by letting my eyebrows grow out for a month or so and using hair growth serum on them to encourage the growth in areas I'd previously plucked. Once they'd grown out enough I began to shape them using hair removal cream. If you pluck them at this stage then it can cause patchy regrowth in previously plucked areas so resist! Use a q tip to apply hair remover precisely. This first shaping should allow you to reduce your arch and have more hair under the previously high arch. It takes a few more months of shaping and letting them grow thicker to get to the point I am now if you have plucked them for a long time. Go slow and accept you cannot change your eyebrow shape drastically in one go.

Try outlining your face in the mirror. I also had the same problem, tried that and found out my face is oval.
