Saint Paul in Tuguegarao is a good private school. I have been there more than 20 years ago cause my friend's daughter who was married to a man from Tuguegarao works there in the guidance counselor and we visited her. That was the time when Tuguegarao was not yet developed. In 2019, I went to Tuguegarao the place has changed it is much better and has developed. I was amazed that the little house-like inn where we stayed before was still there.

Influx is a noun! Which means arrival of large number of people in any particular place! 450 might not be 4500 but it is still define as an “influx” of people!
Simple, basic statistical analysis. compare the 450 versus what it was more than two years ago.
If it doesn’t look like a gentle upwards curve, then something HIGHLY inorganic has taken place .

This is a dangerous situation in the city of Tuguegarao, and most of all, to the national security of our country, the Philippines 🇵🇭.
What are those foreign students particularly high nunbers of foreign Chinese students?
Something nefarious is really happening in that city and schools.
It is a matter of national security concern, illegal nor dubious transactions, or corruption may involve that that needs to be investigated 🔎.
I suggest that our congressional members should conduct a panel investigation of this mayor and the bureau of immigration issuing or approving high rate of visas. Very suspicious! Because there should be a time table for foreign students nor any foreign students tobqualify and meet the criteria to enter specific country like the Philippines 🇵🇭.
Congressional investigation is needed, on the grounds of national security concern nor any nefarious education in the face of foreign students coming for education purposes
This is not about revenue for the city and the province, but about national security.
Moreover, China 🇨🇳 has been misbehaving illegally and suspiciously for decades

Foreign Chinese nationals and students were in watch (and some were of warrant forr their arrest by the FBI, jailed, deported and ban) In terms of stealing vital informations from universities and colleges, and private companies, stealing intellectual properties, illegally entering military installations and breaches, taking photographs of air force and naval bases, hacking, illegally establishing businesses and drug dealings.
Again, the bureau of immigration and this local mayor should face a congressional investigation immediately.

The question to ask is of all the foreign students attending the colleges and universities in Cagayan, what is the percentage of Chinese students? I bet you they comprise the majority of foreign students there.
