Ok let me explain.. he gave Naruto shusui eye cause he was saving it for Sauske for when he activated Eternal Mangekyou Sharingan, when he used it, shusui eye suppose to activate Kotoamatsukami to use against sauske to mind control him into helping the hidden leaf village instead of destroying it.. but When he realized that the plan failed and he was being controlled with reanimation he used it to break out of it.. afterwards he destroyed the eye of shusui cause it wouldn't work until the 10 years elapsed.
