I think you should try this in Sonic 3 & Knuckles in Hydrocity Act 2. To remake the Hydrocity Act 1 boss in Sonic Mania. Or in Sonic Mania in Hydrocity Act 1 to remake the Hydrocity Act 2 boss in Sonic 3 & Knuckles. I don't know if there's an Eggman mod in either games.
