it was never up to Mueller to charge the President. It was his job to provide the evidence to charge or not charge. He said there wasn't enough to recommend charges to the DOJ and it would fall on congress to go further if THEY wanted.

Muller said again today that Trump has not been cleared of obstruction charges. In the report more obstruction is clearly listed. Muller does not have the power to charge Trump with a crime, he is leaving that up to congress, which would be done through impeachment.

Mueller understands he cannot cross the boundaries of his position, hence he has to strategically pursue as many leads as he could--particularly passing the baton to the State of NY to continue with the investigation--when Trump is no longer president. Seem like you have your preferred biased goggles on. Let's look at this from an objective standpoint. Nowhere does he say that "Trump totally obstructed justice". He just states that they have insufficient evidence to charge the Trump administration and even if they did have the evidence, they wouldn't be able to because of the rules against charging a sitting president. What I'm saying is, even if he couldn't charge Trump, he could have at least gave conclusive remarks on whether a crime was committed or not, but chose to keep it vague. Most likely because there was no evidence. Either way, it's called due process and innocent until proven guilty. With the information that we have now, there is insufficient evidence aka "no real proof" that he is guilty, regardless of the ability to formally charge Trump or not.

@The RightStuff Mueller said it himself, if they were positive a crime had not been committed, they would have said so. They didn't. If Mueller had said Yes, crimes were committed, that is essentially issuing a guilty verdict to the public without due process. Hence, why he will not (legally he cannot) say exactly that. For an accusation to be legally made, a sitting POTUS needs to be impeached first before indictments can be issued. Thus explaining why he DID say Congress is within their power to investigate for articles of impeachment.

No court or judicial committee will ever declare "innocent", they can only declare guilty or not guilty. Mueller said "insufficient proof for indictment", so this was a whole lot of nothing.

He said _he_ could not charge him; "If the president had not committed a crime we would have said so." He also said it is up to congress to enforce the laws over the presidency. If this is not clear enough, if the Special Council has not convinced you that Russia _has and will again_ influence the American Electoral process, and that Trump has done all he could to prevent the disclosure of that interference, then you are letting Trump loyalty fog your ability to interpret factual evidence. it was never up to Mueller to charge the President. It was his job to provide the evidence to charge or not charge. He said there wasn't enough to recommend charges to the DOJ and it would fall on congress to go further if THEY wanted.

Something that has gone by obscurely; "A sitting president cannot be charged with a crime," but that sentence needs clarification. It should continue to say, 'by the justice department.' Congress can charge through impeachment, and bring about indictment by hearing, and convict by federal prosecution. Being president should not and does not inherently provide immunity from prosecution.
Mueller didn't say Trump cannot be charged. He said _he_ could not charge him; "If the president had not committed a crime we would have said so." He also said it is up to congress to enforce the laws over the presidency.
If this is not clear enough, if the Special Council has not convinced you that Russia _has and will again_ influence the American Electoral process, and that Trump has done all he could to prevent the disclosure of that interference, then you are letting Trump loyalty fog your ability to interpret factual evidence.
Only Americans can decide who governs Americans. Impeach Trump and get tough on Russia.
