Because if there already in there 60’s or 70’s they’re probably going to be dead 20 years later when the visa is finally granted!

Is it possible for us to apply for PR in my country itself and also we plan on getting our parents citizenship as well later on. we plan on settling in Perth due to our relatives being there. For the aged parent you may be able to get a bridging visa. But not the parent.
Waiting time is more like 6-7 years on visa 143. Not sure if it speeds up after COVID plandemic is now in the past.

You would move from the 491 to 191. You can move onto the 191 after 3 year and you can be over 45

If you apply for the aged parent yes potentially, but not the parent visa
