In The US, when a prisoner is allowed to leave to attend a funeral, they are shackled and chained, they wear their Prisoner Uniform with DOC (Department Of Corrections) and they of course are accompanied by a Guard.

Sorry for the late reply but here we go this is why she watched a man called Adam Forsyth kill her own brother in the wollpack pub and buried his body in the woods with Adam and his wife Elsa and Adam was abusive to her because she started to get physically and mad and emotionally unstable after the death of her brother Terrence. But a year before this happen they was a woman called Shelley Williams and she loved her father Alan turner very much but Steph didn't like it and she became very jealous of Shelley and she lost her temper with her multiple times she kidnapped her once In the woolpack celler better go but a couple of months after she went on the ferry and tried to leave Emmerdale for good but Steph wasn't happy about it she followed Shelley onto the ferry and wanted her to stay and look after her dad Alan who loved her very much but shelley was very scared of Steph she fell off the boat and never to be seen again. Steph was in shock just like she was when Adam killed her brother Terence turner Steph didn't know what to do and talk to her suitcase off the ferry into the sea later on that evening Alan was missing Shelley and decided to give set Steph a call to see if she was coming home steps was feeling very guilty and told Alan that she never never saw Shelly but she technically killed her by accident a year later the same year when Alan killed her brother Terence turner Adam was in shock after he killed terrance and tried to blame it on Steph who had mental health issues at the time so he could get away with but Steph was arrested and there was a trial Adam was nearly coming to the close to the end and knew he would be arrested for the murder of Terrence but Steph was feeling very guilty after she accidentally killed Shelly Williams when she fell off the boat and she had a conversation with her dad Alan and said she didn't kill Terence but she was responsible for the death of Shelley Williams but the next day in the trial in 2006 she told the judge that she was responsible for the death of Terence turner when she wasn't Adam Forsyth was the judge had no other choice but to took sentence Steph stocks life in prison they her to the prison where she was in prison for seven years only to arrive back seven years later after the death of her dad Alan turner.
