In short it's to slow to make them and the return is not really that worth. If you think of production time x resource/unit generated cows seems to be the worst, you get a 100f unit that needs even more time to be worth benefiting from, it is better to just leave it in food or even swap into vils (depending on revolt or not) to boost production, as you can almost imediately profit from it.
Cows tiny trickle is alright. But compared to a bunch of other stuff hacienda can do like make vils for trickle a bit of food or coin is a bit better. Especially if its an All-in build.
