I am not on bedrock edition but if you put the three blocks it prevents the tnt from dispensing on the platform not in the water which will blow up the cannon
I tried it, nuked a corner of a village that I was trying to make more room for. Lots of damage to undo, and one casualty, and the contraption blew itself up. I see what I did wrong, I think. It would have been far worse without the obsidian safety walls I added beforehand.

For the second you can make it into mining mode by adding 6 slime blocks and dispensers and fill the dispensers up and MINING MODE ON!
