Hey AK you finally visited my hometown!! I just live across the library I can see a little bit of my building around 42:40, if you have the opportunity to visit Taipei again next time I can give you a little tour of Beitou.
You could just go to the information center in the MRT station and ask for using the restroom and the staff there will let you in, Taiwanese do that when they need to use restroom but can’t find one:) it’s totally normal!

That's around the time I was in Taiwan too, arrived the following day, 12/19/19. Went to xinbeitou on my last day there.

I've been told by a friend that lives in Taiwan that Mondays are like a weekend for them. Lot's of places are closed.
