    Now that looks like a fun challenging machine. I had by luck two old guys for neighbors when I was a kid that could run it half asleep. One was a WWII Navy vet the other a Sheep Rancher but both also had operated equipment like that for about 30 years to pay the big bills for the house and kids. They showed me run the equipment don't let it run you.

    That is most likely an Ohio 8-40-E locomotive crane. ( 8 wheels, 40 tons, electric traction motors ) The magnets pretty much maxed out at less than 10 tons so outriggers were not used. However if you had the boom lowered perpendicular to the track and attempted a 3 ton lift, it would tip on the rails. The operator shown here seems well trained and operating at the normal speed. I could load a hopper car with 100 ton of loose scrap in a few hours.

    I agree with @Boronin100 very sloppy control. Looks like he's in too much of a hurry. If he'd just slow down a little he'd get done faster. Either that or this is his first time operating the crane, in which case he'll get better.
