That ball of gluten flour dough is known as seitan... you can also make it using vital wheat gluten and won't have to wash the starch out in water... hope that helps and have a good day
Or you can just buy them from shops like we do here in China, they sell really cheap and saves you all the trouble of making them yourself and waste tons of oil in the process. It's also called Youmianjin in Chinese, means oilly flour gluten.

What I saw was mostly white flour used and almost no gluten flour. I prefer it to be all or mostly gluten flour and to eat my carbs in fresh produce instead of flour.

There's a vegetarian substitute called mushroom sauce in Chinese grocery shops which has the same color and texture. Even packaged in the same type of oyster sauce bottle. There's a pretty large population of vegetarians in China because of Buddhism so vegetarians don't need to worry about substitutes when working with Asian recipes :)

Mushrooms can replicate that with minimal difference, and less of the strong/fishy odour. Most kids prefer mushroom sauce over oyster sauce in my experience, and they don't even need to be vegetarian to enjoy it. I'm not vegetarian by the way, I just know how to cook delicious food.

This provides an entirely different texture and flavour profile from the wet/raw state of gluten (wheat protein). It is possible to do this dish with raw gluten pieces without the frying/puffing step but the result would be very different. Consider the gluten puff balls as a different ingredient from raw gluten pieces, with both then possible to feature in very similar cooking afterwards. Some might like it one way others the other way. Meat and other materials are sometimes dealt with in a similar way - chicken/ribs/potatoes/etc. may be fried somewhat crisp before stewing etc.

What kind of cup are you using? The amount of gluten balls made cannot be from 3 cups of gluten flour at the beginning. More like less than one cup of flour. But the final dish made looks tasty.
