Of course! They can be formal and informal. They are spoken language. You can commonly use these sentences to speak both in formal and informal situations.
I have difficulty with the gesture for the falling tone. Every time Jack illustrates it he rises his finger in an arc before falling - so it must be a rising falling tone I guess?
Yes, the falling tone is similar to the Chinese pinyin 4th sound. The way I remember it personally is actually the opposite of falling, it is more like a high tone. The main sound is a high tone, but it is not rising, it is like high right away. Think of it like an exclamation mark, like if you were to shout 'Hey!'. I personally also don't find it intuitive to think of this tone as a 'falling' tone because the main sound is a high exclamation mark kind of tone. But I think I see why they call it falling tone because to fall you first need to begin from a higher place. I still prefer my own way of seeing it though. Hope this helps!
