You need to switch to using bombers when bombing with CVs (need to hear Stuka sound when attacking or settings are incorrect). Using fighters to bomb enemy units won't do nearly as much damage. Keep in mind if you do this however your CVs planes and CV itself will be defenseless to enemy aircraft during your current and opponent's next turn. There should be third option called "mixed" (unless they changed this from previous games) which kinda compensates this. I believe your bombings will be bit less effective but you won't lose CAP next turn. Also "mixed" is useful to use when you know enemy has air cover as you can defend your bombers from enemy air defense. I wouldn't use "bombers" only unless you know enemy doesn't have air cover or you have other CV or fighter units nearby which are doing fighter (CAP) role.
Need to change your carrier mode. Right click on Carrier>set mode>ground attack You were essentially running CAPs above Tarawa the whole time, not bombing. Hence no damage
