Proof that Valchek was one of the most unlikable characters in the whole show. He might not have dealt drugs or murdered people, but he was a truly corrupt figure who abused his power purely to satisfy his own ego. It speaks volumes that Frank Sobotka was accidentally complicit in several women dying in a crate yet he still comes off better in this scene.

Just think, Seasons 2 happened because Valchek was sore about Frank Sobotka buying a more expensive window for a local church. Valchek wanted to design and install a stained glass window (more a piece of art than just a pane of glass) in the nave of their church (main hall part where people sit). He raised the funding but Frank also raised money and talked to the priest first about putting his own design in that spot. So now Frank's design is going up in the nave and the priest told Valchek that his design can go in the rectory (basically the wing of church or building where the priest gets ready for mass). Valchek is pissed cause having the spot in the main church is a lot more prestigious than just the rectory, and tries to convince Frank to switch. So basically a big dick measuring contest.
