The baby seal in the clip, named Mizore, was born in the aquarium back in 2021 to a female seal named Arare, but the staff had to take care of him (instead of his mother) because he was very weak and severely underweight when he was born. That's why the staff, not his mother, taught him to swim. He has since returned to the main exhibit tank, joining his mother and another female seal named Yuki. Please don't just make things up for the sake of views.

You are told if you ever go to northern Canada and get to see a Harp seal pup to never touch them because shows of affection will remove their fear of humans and cause them to potentially seek humans out upon seeing them, often resulting in their harm or death. This is not the seal "allowing" these tourists to touch it, it is visibly distressed and confused about what is going on and if the mother was there it would be trying to bite the tourists and protect its baby. The tourists were most likely not in Canada or were there with a foreign tour group who allowed them illegally to pet the seal. This law also extends to harassing seals, which this would be considered and it is also illegal to feed them, because it is, obviously, going to imprint on a young seal that humans can be relied on for food. Which you do NOT want to do. The cry it is making is its cry to its mother, not a vocalization of approval.
