Law was passed in the US that it’s a felony to be aboard an unregistered submarine.
International laws at sea is different than a law that we pass. Why do you think people go on yacht parties out on sea.
Those specific vessels are not subs, they're made specifically for drug running and I'd imagine that's why you'd go to prison being aboard one! Why else would you make a semi-sub boat..?
