If you mean the tie around the neckline, you will need to cut 2 mirroring pieces of long (as long as bodice length) trapezoid shape that is slightly narrower on one end (I'd say roughly about 2.5" on narrow end and 5" on the wider end). Definitely not a square, it'll end up too short and wide for a tie. Hope it helped.

Since yesterday, I have searched a second hand sewing machine, however I did not know how big and large the machine industry has developed.
전 재봉틀을 브라더 이모비스 15p 를 사용 중인데 아주 두꺼운 원단 빼고는 괜찮은 편이에요. 지그재그랑 단추구멍때문에 가정용이 하나는 꼭 필요하고요 재봉질의 퀄리티를 높이고 싶다할때 공업용으로 업그레이드 해도되요옷을 주로 만드신다면 오버록도 언젠가는 하나 사야 좋을거에요.

There is a notch I believe. So you sew between the notches to attach the ribbon to the neckline and leave the rest unsewn.

저도 독학으로 시작해서 이제 3년 밖에 안 했어요. 다른 무엇보다도 독학으로 배우기 좋은게 쏘잉 같애요. 만들다보면 옷만든다는 것이 거의 거기서 거기구요 ㅋㅋ 스커트나 일자원피스 부터 함 만들기 시작해보세요 너무 재밌어요 ☺️
