Yes, it usually gets busy from around 6pm on weekdays.
On weekends, sports cars arrive in the morning.
However, here are hardly any cars on rainy days.

Unfortunately, there are no buses or taxis.
There are rare people who go to Daikoku by taxi. However, the taxi company refuses to return from PA, so they can't go out.
It seems like the only way to go there is by renting a car or taking an expensive tour.
If you want to rent a car, I recommend Niconico Rent a Car. (Because they are a low price.)

Unfortunately, we can't enter there on foot.
Tourists have climbed the fence in the past, so there are being watched now.

On Sundays, it is crowded with many cars.
As far as I know, there are no other spots near Tokyo.
