make sure its in event fx clip and the clip is the top layer.. you might need to edit the pre-set and increase the blue in the settings (horizontal and vertical ranges), I had the same issue when I wanted to blur out a licence plate

You didn't have to guess where your face was just fast forward to where you want do the mask and then move the masking keyframe to the start.

try to put "medium blur" for exact, it works better with me than the "extreme blur"
