I believe that the primary cause of the problem is the aggregate used under the asphalt. Was it CHEC who constructed that stretch of roadway or local contractors? If the use of substandard material lies at the root of the problem, this opens a can of worms that extends much further than meets the eye. It reveals a weakness or an absence of quality control monitoring during stages of the construction process, and the NWA cannot be absolved from having a key responsibility in this regard. In other words, if poor material has indeed been utilized in areas that it shouldn't have been, the NWA, given their oversight authority on the project, should've been on hand to ensure the disuse of such material. Overall, this problem highlights another of government's habitual scandalous mismanagement of public funds. And being true to form, it is noticeable that the goodly custas is laying all the blame at the feet of the contractor,,and is giving the prime minister and the minister a pass. So sad!

The contractors will have to be held accountable for this, this what they do thief the money and use cheap material to do the job. There should be some sort of supervisor from the NWA to see to it that the job is properly done by using the proper material and workmanship.

The north coast was built with cut red stone and aggregate when I was 15 and up until I migrated at 19 the road never moved an inch. Marl has no longevity. Ive lived in area where marl was a foot deep as base and in a heavy rain everything dig out and wash away. Poor construction.
The problem is that there is no quality checks whilst the surface is being laid, by taking samples of the materials to make sure it is the right materials used, and the contractors know that they can get away with it, because of the lack of inspection of the materials used for the roads . That contractor need to be put out of service totally and should never be given any type of construction contract, and should be forced to fix the road with their own money .
